While private schools may not be "forced" in most states to meet all three
requirements, as a board member for a regionally and faith-based accredited
private school I can say that if teachers do not meet and/or exceed these
standards many prospective families will look elsewhere after checking out
the school. Most of our teachers have their credential from a religious
certification body and a Masters degree in addition to state certification.
They work for less pay because they like the environment.
Most K-8 public schools in my state are not accredited. Most private
elementary schools are regionally accredited because that is one of the
first things parents ask (although most do not know what regional or faith
based accreditation is).
My biggest teacher qualification concern is teaching in areas where the
teacher has no real depth of knowledge in the subject and in strategies for
teaching it. An example I saw in a recent Annenberg film mentioned Physics
being a subject area with the greatest amount of unqualified teachers. They
mentioned that in some states most teachers are qualified in their teaching
areas, while in some states as high as 50% of teachers are teaching out of
their field.
At my university I would like to see us offer free credential coursework to
majors in science and engineering with the hope that a small percentage
decide to go into teaching. At the very least they would have an effect on
the other future teachers in their classes.
