But - who told you there's a difference between 'actual reading level' and instructional reading level? Assessment tools are designed to see where a child is reading - 1st grade level, 2nd grade level etc. This assessment suggested your child is reading at a 5 grade level and so in theory should be instructed from 5th grade materials. Did the teacher say something like "But Johnny is actually reading much higher than a 5th grade level!" In that case, the assessment might be wrong - not every child performs to their true abilities on these tests. Tests/ assessments are not a perfect measuring device but they're the best we've got to go on. Your post doesn't really speak to why you ask this question so without knowing that, this answer is the best I can give.
