    You might or might not have some special education students in
    your program (it depends on the criteria used for placement of
    students in the program). You would mostly have students who
    are reading below grade level. At our high school the criteria
    for regular education students is that they are reading at fifth
    grade level or below, but for special education students the
    student's IEP determines whether or not they participate in the
    reading program; for ELL students the student's oral language
    proficiency level (CELDT Listening/Speaking score) plus reading
    level fifth grade or below determines whether or not they
    participate in the reading program.
