Post: Frustrated by classroom teacher's attitudes

I work in a program called Reading Improvement with is similar to Title I, however funding is different. Students are all identified as reading one or more years below grade level and come to work with me daily in small groups. This year, in particular, there are a few classroom teachers who schedule movies, extra recess, art, etc. during the time when I pull their students for Reading Improvement. Having been a classroom teacher before I took this position, I realize the difficulties in scheduling when some students have to leave. However, when the children are taken away from a reward or fun activity, they definitely don't want to work on their reading with me. I also have students come to class late because their classroom teacher made them finish up an assignment before they'll release them to my room. One teacher even told me that she is a professional educator who doesn't need help from me or the ELL teacher. A former principal once told her that the parents have given legal permission for such programs and that the classroom teacher has no right to refuse services. Does anyone have any suggestions for how to handle this, aside from going to the principal (which I've tried but it hasn't really solved the issue)? Sorry this is such a long post, but I'm getting more and more frustrated. This past week, I notified all of the teachers that I had to administer end of the year tests that are mandated by the state, yet I had teachers who just plain forgot and scheduled in a dodgeball game or art activity rather than sending their students.
