I got on this sight by mistake, but wanted to suggest how to teach
reading. Small group reading, as small as you can and get to all
of them a couple times a week. Group them together on what they
actually can do in reading, and build on that little be little.
The key to teaching children to read is having them have the
opportunity to read more and more books at their instructional
level- as much as possible. Your right, phonics is not the
answer. If you want a great phonics program, look into Sequential
Phonics by Patricia Cunningham. That program makes sense--give it
a chance. That along with small group brought my low-low children
    along nicely!
