I would take a look at Merit Software's high school reading
programs. It is high interest, self-paced material focusing
on comprehension and inferencing.
Students receive immediate, personal feedback as they work
through the software. Scores are automatically tracked.
Reading levels range from a 2.0 to 11.0.
