I believe it just means that you have to pass a proficiency examination
with the Master's of Art in Spanish, but with the Master's of Art in
Teaching Spanish, there is no official evaluation form. Obviously, the
student would need to be proficient to pass the courses that were
Spanish-based. Does that make more sense?
