No, that is not true. You can say:
Lo hizo por querer quedar bien con la señora. ('He did
it because he wanted to look good in front of the lady.')
Hice todo lo posible por salvarlos. ('I did all within
my power to save them.' 'I did my best to try and save them.')
So, I would consider that rule to be a faulty one. It depends
on the context in most situations. Hope this helps!
