You can say "la casa es muy fria" if you are saying that that is an
essential characteristic of the house. I lived in the highlands of
Guatemala where the nights could get quite cold. No one had
insulation or heat and some houses just held on to the heat during the
night better than others did. A house that got cold quickly when the
sun went down. era una casa fria sin duda y uno podìa decir, "esta
casa es tan fria"
"Es muy frio en Alaska" is colloquial Spanish, I have heard that too
though I don't know if it is stigmatized or not.
I would just add that "esta frio" does not necessarily imply cold in a
temporary sense, after all if someone from cuba touches snow for the
first time they would not be wrong to say "està muy frio!" but it
could hardly be any other way and still be snow. estar frìo simple
describes the condition of the thing without implying or stating
anything about its essential nature (which could also be frio). This
is why as a description of a person's condition, using estar with
muerta makes perfect sense even though it is a condition likely to be
permanent.
