    It's not Ok. Could be a metaphor, possible: La casa tiene frio desde
    que te fuiste. Possible. Or... La casa tiene tu frío, perhaps.

    because of construction problem, bad insulation, old windows, etc.
    Or... another metaphor: The house is cold because it remembers me of
    sad moments, bad moments, isolation, etc.

    Can you correctly say "es muy frio en Alaska"? ....

    Yeeeeeees, but, it expresses the person very internal feelings. El
    clima es frío en Alaska or Alaska es fría, for a Geo class, but, Es
    muy frío en Alaska = Everything is cold in Alaska. You are trasmitting
    more than temperature, a feeling.

    Or is it only "hace mucho frio en Alaska"?...

    Yes, it is very formal.

    I have heard "Es muy frio en Peru en julio.." but I don't know if
    that is actually correct Spanish...

    Yes, it's correct. Translation: July is very cold in Peru. Note: You
    are transmitting feelings too, perhaps the people will tell you this
    phrase while he is shaking, lol. All this problem with the interiority
    is because the use of SER, it is a strong verb, absolute, not doubts,
    and it is a source of pain and sadness, lol, because of its force...
