I would start as soon as possible. There are temporary
positions (i.e. medically leave, maternity leave) that might
open up. And online applications will store information for
you, so when you get your certificate, you can add it in. In my
state, when it asks if you are certified, there is an option
for NO - certification is anticipated.
Also, the applications I filled out required letters of
recommendation. I had 1 going into student teaching, and the
other 2 came from my cooperating teacher and university
supervisor, who of course can't write one until they see you in
action. But again, you can always return to the application and
add information/documents.
