    That phrase usually means the teacher has given up trying
    to get the students to be polite and listen while she is
    teaching. In fact, most teachers now have such a low
    standard regarding what they expect from students that it is
    VERY rare to find a class that will be quiet and listen
    respectfully during a lesson. I am always astonished when I
    walk into a classroom where the students ARE capable of being
    quiet.

    What is really disturbing is that we have dumbed down our
    expectations. What exactly does "good but chatty" mean? It
    means students have not learned to control themselves and be
    quiet and do their own work. They are incapable of realizing
    that the teacher is not a TV set or movie screen. They don't
    know that the sum total of fifteen "little conversations" is
    a huge din that makes it impossible for any teaching to
    actually happen. It means that students are nonresponsive to
    the teacher's request for silence. It means wasted
    instructional time. It means the teacher is making excuses
    for her students' bad behavior.
