    Parents are often kids who began having kids at ages 14 or so. I
    have seen MS kids come in to school to show off their babies when
    they (the moms) are about 13 or so.

    Fast forward to first, second, third graders who have partents
    that are 18-22. The parents are often on their second or third kid,
    living off the system, gangbangers, druggies, trapped in the cycle of
    poverty. There is little to no parental presence cause these
    "parents" are kids with no education, no future, no hope.

    The kids are often messed up from birth due to parents' drug use
    or are being neglected or abused at home. Not much teachers can do.
    Often, the kids are getting two out of three meals at school and are
    on school grounds as late as possible (6 p.m. at some schools) or are
    shuttled to the YMCA or other programs till evening.

    By the time these kids are teens, they are completely ruined and
    no amount of intervention will change them. Sorry if my solution
    seems harsh, but my vote is for the death penalty in cases like this,
    for all thirty or so kids who participated or watched. I don't want
    to pay for them to learn to be better criminals in prison.
