This is an intolerable, unsafe, illegal situation and there is
NO reason why you, or any of the other decent neighbors, should
have to put up with it.
I would do several things, myself.

I would call the cops EVERY time you witness the illegal goings-
on. Ask them point blank if something IS being worked on.
Being told 'we are watching the situation' isn't good enough
unless they are, seriously, working on some sort of major sting
operation. If they 'complain', you say that the phone calls will
no longer be necessary once the situation has been taken care of.

I would document like crazy. Write down car descriptions and
licence plate numbers. Write down descriptions of the people
who seem to be over there all the time. Write down a
description of the people who seem to be doing the dealing.
Keep a record of when (dates and times) you call the cops, and
who you speak to each time.

I would check the phone book and contact the nearest FBI
office. Tell them what's going on, what you've tried to do,
what the results have been so far.

We did everything but the FBI part several years ago, when the
rental across the street from us was a drug place. I was able
to find out who actually owns the property (of course it's
someone who lives 100 miles away), and also who manages the
property. I sent a letter to the owner and visited the manager
here in town and I wasn't real nice to either one. I told them
that we all were sick and tired of the activity, of having to
call the cops several times a week, of small children being in
such danger, etc. It took a month or so, but by golly, the cops
really DID do something about it all and the problems have not
returned so far.

Another thought...if the mother is just having to put up with it
at this point, and it's her daughter who's part of the problem,
that MIGHT constitute elder abuse...and you could use that for
ammo also.
