    You might want to get in touch with some budget Bed and Breakfasts
    in each area you want to stay (if you don't mind sharing bathrooms)
    as well as buy Britrail or Eurorail passes. (They have to be
    purchased in advance in the US, or they are more expensive.)

    Actually, you can travel well independently if you contact the
    respective visitors' bureaus and ask for assistance in planning
    your trip. They have bureaus in the US. So you can contact the
    British Tourist Authority, Irish one, and those representing the
    towns you want to visit.

    Public transportation is the way to go if you really want to meet
    the locals - and both British and Irish are very hospitable (I have
    been invited to their homes for supper etc.)

    There are a lot of one day and half day tours one can take using
    your hotel as a hub in London etc.

    The airlines also have family packages that can include tours.

    Plan ahead from your armchair - and you'll have a much better time
    than on an organized tour.
