Weebly is free and some swear by it.
Myself, I do the coding by hand. You can also find free
XHTML/CSS templates online and use those as the backbone
of your site. Use Notepad to customize the graphics and
content.
In any case, you should look at some tutorials online for
HTML and CSS ... it's almost required to know a little.
