Since you're b) in a role of a high school newspaper
adviser/teacher you can apply for a free web-hosting through
http://my.hsj.org/ I'd recommend it due to the fact that it is
a) economical in the sense that it's free. For further

Note the higher domain hsj.org has a lot of resources you could
use both in a journalism class or with a scholastic newspaper
staff.
