    So my steps finally said completed and I am now on step 14 out of 19 but I've
    now been sitting on step 14 - Sub Teacher Credential Issuance - for a week still
    haven't received a congratulations email with my file # or any other email in this
    case. Can anyone tell me what this Sub Teacher Credential Issuance is ???
