Rigilene polyster boning. Make a tulle skirt in the fullness
that you want and create pockets horizontally at even
distances apart. Insert the boning creating a loops of
graduating diameters; overlap ends and stitch together. Creat
a pocket at the top and insert a heavy shoelace to tie to
hold the skirt in place. You'll want the hoop skirt to stop
about 2" before the over skirt or you'll have it peeking out
when you don't want it to.
