I have heard of this legislation too (lowering a teacher's
salary at any time during the year, giving teachers less
time to improve).

This is what our administration said (not saying I believe
them):

Arne Duncan's RTTT (Race to the Top) is requiring states to
to dismantle any data "firewalls" prohibiting student test
scores from factoring into teacher evaluations. So Arizona
is getting rid of provisions that allow bad or ineffective
teachers to stay, and gives school districts more leeway to
get rid of ineffective teachers faster.
