What I have read states that money can be withheld from
states if they are not rewarding the teachers with the good
test scores. So, the states are being forced to stop giving
the extra bonus money to everyone rather it is suppose be
given to the teachers with the test scores that prove they
are teaching effectively. If you read any of the news
stories of when Arne was here recently, it talks about
these things. The secretary of ed has some different ideas
about what quality teaching is.
