Actually, if you have a cover letter and a resume in front of you, replete with educational and professional experience, test scores of students, and sterling references, you're hardly working with "limited information." In fact, you have quite a lot of information from which you can make a very educated judgment about the applicant's possible contribution to your site, whether or not you know anything about California's schools and universities. You're oversimplifying. Look into a class on logic and rhetoric. You should be able to find one at your local community college. It will serve you well. Gotta go; I have a hot date.
