On the state DOE website, I see a certification code (047) for
Tech Ed. along with a Praxis II requirement.

Have your transcripts evaluated by the state or any program
you're considering if you think you have relevant coursework
that applies toward certification.
I don't know what the job market is like -- you can search the
DOE site for the most recent fall hiring report to get a sense
of openings vs. applicants. Good luck!
