I need some assistance from D.C. English teachers. I am
involved in a case where a D.C. statute is being interpreted
by the Court using plan language criteria.

There seems to be a lot of confusion as to how to interpret
the language. I will say no more but provide you with the
paragraph that is the subject of considerably contention.

Please let me know how you interpret the meaning of the
paragraph and what you think of the usage. I have heard all
sorts of things but I leave it to you.

In your response, I request that you indicate what school
you teach at and what grade level. I may submit your
opinions to the Court in a filing. Your comments are simply
your opinions and nothing will come of it.

(1.) Written Statement of Interest: Upon receipt of a
written offer of sale from the owner that includes a
descriptions of the tenant's rights and obligations under
this section, the tenant shall have 30 days to provide the
owner and the Mayor with a written statement of interest.
The statement of interest shall be to exercise the right to
purchase as specified in this title; and

    That is it... thanks.
