I haven't come to my own conclusion about this issue. However,
I think the original poster was trying to explain how
teachers seem to be the only ones blamed for bad schools
("those union-teachers who are protected by tenure") yet when
test scores rise, reward money is split amongst the entire
staff (assuming the vote went that way), which in essence
gives credit to others for the success. I believe he/she is
trying to say that if teachers get all the blame for being an
F school, we should get all the credit for improving the
score too.
