If you area PAT (probationary assigned teacher, meaning a nontenured teacher), you can apply for any position in CPS that you are qualified for. The paperwork that you get upon nonrenewal states this explicitly. Also, speaking from experience, I have been nonrenewed twice, and have found a new position in time for the next school year each time. If you want to work in CPS again, go for it.
