Actually, it is a port of entry situation. Just like folks settled
around the where the boats came in, immigrants settle around the
airport. Actually NW of the airport rents and housing is not very
affordable, but the real estate taxes are cheaper because of the
airport. Schools also have more funding because of the commercial real
estate taxes. Businesses pay more in property taxes than residential
areas.
Many districts have strong ELL programs because they have chosen to
invest in these programs. It has been a focus to educate all students,
including ELL students.
