The APT is basically a teaching common-sense test. The questions
give situations; the correct answer is almost always the one that is
most child-centric. There are also two written sections: an essay
and a lesson plan. As far as I know, anyone coming from out of
state, no matter how many tests you've taken or how many years you've
been teaching, has to take this test.
If you're not sure what to do, send in the fee and the certificate
application. You will receive a deficiency letter that lists what
you need to do--courses, tests, etc--in order to be issued an IL
certificate. Once you do what is on the letter and submit the proof
to ISBE, you'll get your certificate.
