This will vary greatly by district, at least on the IL side.
Some IL districts may be "ahead" of their old CA district, and
some may be "behind." There is a lot of autonomy in IL, and
Skokie, if I remember correctly, has 4 elementary districts.

Still, public school districts are used to bringing in students
from all over the country, and world for that matter, so likely
your kids will be fine. You seem to be an involved and
interested parent, so I'm sure their teacher will let you know
if there are any deficits and what you and/or the school can do
about it.
