Post: Hiring subs over a certified teacher

As of right now I am an unemployed PE teacher. I have
applied to a school for a part time PE position. They
denied calling me or interviewing me. I called twice. I
also called the HR department they told me to call the
school I did. The position has been open since the
beginning of August posted on their website. Last year I
was a sub in the same district and I was told about that
certain school by teacher aides that they were hiring subs
for that PE position and I should have applied there. The
problem is that I did apply to that school and I was in
their system as a potential applicant. No calls what so
ever. Earlier I heard about the same school by another sub
whom was not certified that the principal was a .... and
was just hiring subs. I really want this job, but I believe
that they will keep on hiring subs for that exact position
and not call me in for an interview. The aides I spoke with
said that their kids had like a new sub everyday for PE.
Thing is I never subbed there. Almost as if they are trying
to keep me away from this school. Is this at all legal? I
have called the school multiple times along with the HR
department and they act as if they are bothered that I am
even interested. Basically, what should I do now?
