Stop calling. They aren't "acting" as if they're bothered,
they are genuinely bothered. Since there are many PE teachers
out there, you aren't the only applicant they have. So, if
they do end up hiring, they don't have to hire you.
As far as the whole "legality" of hiring subs, it depends. If
it's a long term sub position, then they can hire someone as a
sub. The "sub" they're hiring might actually be a certified PE
teacher, but they're paying him as a sub. That's legal, but it
might violate their union's contract. That, however, is a
matter for their union, not you.
As far as hearing from a teacher's aid... well I wouldn't put
to much stock in that. I once had an aid ask me if I had found
a new job... Huh, I said? I wasn't looking for a new job.
She had heard I was fired. As that I was tenured, that was
unlikely, and actually that year I took over as a department
chair... but close enough.
According to aid gossip, I was also supposed to be having an
affair with another teacher as well. I was upset, because no
one told me I was sleeping with this woman! You get the
point... the rumor mill isn't worth a penny.
