It's an antiquated question. In the early days of NCLB, before
ISBE declared you to be "Highly Qualified," some districts took
it upon themselves to declare you HQ based on... whatever they
liked. It didn't last too long once ISBE got it's act together.
Basically, if you've worked for a district before, answer
"yes," because ISBE considers you HQ and now the district HAS
to accept that. If you've not worked for a district, then
answer no to the district question and simply list your ISBE HQ
info in the proper slot. I imagine that district will remove
that question sooner or later.
