To answer the original question in this post--
You basically put "NO" for the first question when it asks you
if a school district declared you highly qualified to teach
your particular subject. This is because you need at least
3-4 years of full-time teaching experience until your school
district grants you that highly qualified status. You will
actually receive a letter or some kind of notice from the
school. Therefore, you can't really pick what type of school
considered you highly qualified in the drop down box, so just
leave that part bank.
However, you are highly qualified in the federal highly
qualified standard if you passed your required content exams,
graduated from your college with the degree, and received
your teaching certificate. Basically, you don't need any full-
time/part-time teaching experience in order to be highly
qualified in the federal standard, so you would put "YES" on
the second part of the question. This is the information that
a district employee told me recently because I was also
confused on this part. However, if you put "YES" to the first
part originally, don't panic. I don't think it matters much
to the schools since they will know off hand whether you have
any full-time teaching experience based on your teaching
history in the application.
