My issue with the MTEL's is not that they are required tests, but
that they are the only acceptable teacher tests in the state of
Massachusetts. I am a Massachusetts resident who went to school
to become a history teacher in Rhode Island. In order to be RI
certified, I had to pass the Praxis Principles of Learning Theory
test. To get certified one state over in Connecticut, I had to
take the Praxis II History Test (for the record, Connecticut
didn't care that I passed the PLT, as only content based tests
are required in CT). With the passing scores I've received on
those two tests, I am set to apply for certification in over 40
states without any additional testing...but of course, not my
good old home state of Massachusetts. Not only do they want the
Communications Test, but they also want me to pass ANOTHER
history based test.
Do you see my problem here? If these tests were all free (or at
least not ridiculously expensive), I wouldn't have an issue. But
the fact that Massachusetts refuses to accept the Praxis tests
(which are legitimate sources of teacher testing in 40 something
states), AND makes me pay to take their MTEL's....these things I
have issue with.
Moral of the story? Put actual teachers in charge of the
Department of Education at the local, state, and federal level
and perhaps the concept of a universal teacher certification test
will come to be.
