    I am not sure where people get their information, however, Maine
    DOES have a difficult time getting qualified teachers in the
    areas of Math,Science, Foreign Languages, and Special Education.
    People with a degree can be hired for a teaching job without
    appropriate certifications under a "targeted need"
    certification. They are required to take six credits a year to
    maintain the certificate until they have attained professional
    certification.

    there is more information there.
