Post: duty free lunch

Does anyone have duty free lunch? I have read that this
plan has to be on the SIP (or at least did when the law went
into effect). We have been told that there is no such thing
as duty free lunch at our school. It isn't even up for
discussion among SIT members. Later someone said that our
school had applied for a waiver to not have to allow it.
Anyone heard of a waiver for this?
