The administrators are more interested in receiving the Federal
Grant money so that they can "help" the children but the government
does not audit where the money goes or whether the grants are being
implemented properly. The money stays at the top and the
students/parents/teachers lose. It is a Win Win for School Districs
and administrators. If I was a superintendent I would name my new
boat "Race to the Top" and then retire.
