There are several staff members at our school who have been bombarding our
Representatives with complaints about this issue. The response has been
pretty much the same: they didn't know this was in the bill. House Bill 720
is titled "School and Teacher Paperwork Reduction Act". Our Representatives
were not aware they were voting against pre-payment. While I think it is
irresponsible of them not to have read the entire act, I believe that they did
not intentionally vote for this particular provision. DPI has interpreted the
law and told local LEA's not to pay us until September. The legislature has
not actually told DPI what to do since the wording in the Bill is actually
contradictory. It seems to me that DPI is pushing this to save money. Keep
them honest and our legislature accountable by voicing your opposition in
emails, phone calls, and letters. We've got to make a big enough stink that
they actually do something about it!
