    disappeared. Income tax revenue has shrunk due to unemployment,
    stock market losses, etc. Therefore, state aid to schools is cut
    also.
    5) It disappeared along with the economy. People who were going to
    retire didn't. People crowded the schools in anticipation of the
    supposed shortage. People who got laid-off in industry went
    through alternate route programs. Supply outran demand.

    That quote you noted was before the events of 9/11 which caused the
    first economic blow of the century. That was 8 years ago. That's
    a lifetime in today's economic cycles. Depending on information
    that old is unwise.
