    I actually heard of this same thing when I went back to Ohio
    to attend a wedding. I had heard it there from a former co
    worker of mine that is a building rep in her local EA. She
    said the same thing, a weird law and VERY subjective. I will
    be interested to hear more on this. I find it hard to believe
    in this day and age that this is going on.
