    I know nothing about it, but here's a thought. Check with
    the NJ State Board of Ed and see if they know anything about
    it. If such an agreement does indeed exist, they can give
    you the documentation to give to ODE. If they don't know
    anything about it, then you'll know that you were
    misinformed.
