    I am a teacher in Oregon. Oregon has many universities that educate
    teachers and many of the positions are filled with student teachers
    from these universities. Also, they hire very late in the season
    and do hire internally first. We have a very strong union that
    protects the jobs of returning teachers who are on leave, etc. That
    is why many times they hire late. Also, our enrollment is way down
    so we do not have the need for as many teachers. I have taught in
    Oregon for 25 years.
