I haven't heard it put that way before. I have heard that a
principal doesn't have to hire any transfer and can list the
position open at the end of the second round and I believe
during third round all available positions are opened for all
VIRGINIA certified teachers.

Is there a position you have applied for? that you really want
that is available during transfers?
