    Hi!

Easiest shortest answer send all your paperwork, fees, test
scores, etc. to the Va department of education. My speific
answer is let the district you are employed with do it for
    you.
I moved to Va in 2005 with teacher certificiation in another
state. I was able to find a job as a teacher and the district
that employed me did all the initial paperwork to certify me
within VA. They paid the fees, I submitted transcripts to the
district. Supposedly it didn't take as long to complete when
a district submits paperwork for certification as it would
for an individual. When I got my license here in VA it was
sent directly to me with a very clear cut list of things that
I needed to accomplish by a given date. The information
provided to me also included websites, etc for further
    assistance.
