I would add that almost all school districts operate above the
law because they can. Their legal team typically tells
administrators, go ahead and get rid of the teacher, you don't
have to follow the law or the contract, let the teacher try
and find an attorney and sue. The the district will drag a
termination case out in hopes the teacher takes a severance
agreement in exchange for the right to sue and in lieu of a
hearing, rig a hearing outright, or force the teacher to sue
if an attorney can be found. It's almost impossible to find a
lawyer who will take a teacher's case. That is the truth of
how school districts game the legal system.

Teachers can be easily dumped and are all the time and in a
variety of ways. Reading a state statute doesn't mean squat.
School districts do whatever they want.

The legal system does not protect teachers at all. The few
who are reinstated have targets on their backs for the rest of
their careers.
