If the child is under 18 and you think the child will hurt himself
or others, you can call the hotline for Child Protective Services.
The intake counselor will listen to your facts and determine if the
parents are acting in a negligent or abusive manner by letting this
student drive. Perhaps they can do something. Your identity will
be confidential.
If you see the child driving in an erratic manner, you can call 911
and report the situation. Your local sheriff's department may be
able to look into the situation. I think that your identity would
also be kept private.
There are many people on the road who take medications, have a loss
of some motor skills, etc. I see your point of view as well and
know that you are looking out for this student out of kindness.
