Generally, yes.

No. I had requested my references and one was filled out but the system didn't acknowledge it. This hiccup only showed up during my inprocessing so I needed to resend it and have it refilled out

What Scholar said sounds true to my experience last year. I received 3 referrals but no interviews. When I re-upped my application this year and went to verify it all went through via a call, the lovely lady on the other side of the phone mentioned I only had two references turned in!
