I am currently station in Europe with my spouse who is active duty . I had an interview back in December for a kinder position . The teacher decide to come back so I didn't get the position . I still had an interview and it went really well . About a month ago I received a referral email for a kindergarten position for the same school . Would I receive another interview ?

The principal picks a number of candidates from those people on a referral list, so maybe yes, maybe no. Technically, if you are a local hire and have family preference they really should be considering you for any positions that match your certifications.
