If I am hired locally overseas, how long would it take me to become a permanent hire?

Yes, you're right. I'm provisional and listed as such on my paperwork. It's my co-workers who use the term NTE, in regards to those who aren't permanent.

haha It was in the NEATA (North East Asia Teachers Association) September minutes.

OK, thanks. They really shouldn't. NTE literally means not to exceed a specified date, which means the position (or at least your claim to it) will end on that date (which is generally not the case for CONUS hires).
