High school sophomore American History. One of my students barely did any work during the year. His insecurities prompt him to be defiant, rude, and unable or unwilling to complete class assignments. I think he just doesn't know how to be a productive student. His defiance made me back off and not attempt to guide him out of his self-defeating approach. I feel partly responsible for his failure. My feeling is that failing him won't serve a good purpose but that "forgiving" him and moving him along might somehow inspire him to do better. Thoughts?

AM Thank you Betty Ann and Jo! I was checking to see if the OP would respond to Betty Ann's questions about following the IEP. Many times that is the failure.
